The 2024 Community Wildfire Protection Plan was led by the Vista Fire Safe Council. It meets the intent of the Healthy Forest Restoration Act and was reviewed and recommended for approval by the San Diego Community Wildfire body. Because it exists and is adopted, a project drawn from it satisfies the plan-consistency criterion that most programs score.
Named fuels targets
Removal of non-native and flammable species, specifically eucalyptus, Mexican fan palm, pampas grass and arundo donax. Removal of invasive and flammable species from waterways. Restoration of Buena Creek by environmentally sensitive means, together with trash removal.
Named structural and access targets
Fuels reduction along evacuation routes, which the plan calls essential for protecting lives and property. Identification and removal of hazard trees per the fire code, including trees currently or potentially threatening SDG and E power lines. Mitigation of volunteer non-native fuel trees on the multiple vacant and unmaintained properties in the area, handled in a manner similar to what is already done for weed abatement.
Named program targets
Support for defensible space inspections, with canvassing ahead of inspections and educational material to improve compliance. Neighborhood workshops on defensible space and home preparedness. A wildfire safety fair. Partnership in the CAL FIRE and San Diego County Fire chipping program. Exploration of grazing and other novel treatment methods.
Evacuation and refuge
The plan records that the Vista Valley Country Club at 29345 Vista Valley Drive is at present the only Temporary Refuge Area inside the District, and commits to exploring further sites with the Sheriff and Vista Fire.
