Three assets
The District is on the 2026 Fire Risk Reduction Community List. Public Resources Code section 4124.7 requires CAL FIRE to prioritize local assistance grant applications from listed local agencies, and the Proposition 4 Wildfire Prevention guidelines make it an explicit ranking factor. Cite it in every state application.
There is an adopted 2024 Community Wildfire Protection Plan. Nearly every program on this site scores whether a project appears in a CWPP or comparable strategic plan, and the federal Community Wildfire Defense Grant effectively requires one. See card 12 for what it says to treat.
There is $1,000,000 in a committed Community Wildfire Protection reserve, inside $14.1 million of general fund cash, confirmed current at the Board meeting of 9 September 2026. Match is not required by most of these programs but is a scored positive in nearly all of them, and a district of 21,000 people arriving with seven figures of secured local share is unusual.
Two constraints
Capacity, not eligibility, is the binding limit. The District employs one part-time Administrative Manager. CAL FIRE evaluation factor 8 scores demonstrated capacity to administer grants over the past five years, and the District has none to show. The guidelines say directly that an applicant with no track record may show capacity by partnering with a more experienced organization.
Sub-awarding is prohibited under Proposition 4. The District contracts nearly everything to the City of Vista, but grant money cannot be passed through to the City or to the Fire Safe Council. The District would have to hold the vendor and crew contracts itself.
