FEMA closed BRIC in April 2025, a federal court found the termination unlawful and ordered it restored on 11 December 2025, and FEMA published a new notice on 25 March 2026 making $1 billion available.
Special districts are eligible subapplicants and California applies as the state, so an application goes through Cal OES rather than direct to FEMA. Eligible work runs from fire-resistant construction materials to community-scale mitigation.
This is the vehicle for a capital-scale multi-year project rather than a season of brush clearing. It also carries the heaviest administrative burden on this site, including a benefit-cost analysis, and it should not be attempted without consultant support or an experienced co-applicant. The FY24 and FY25 annual cycle closed at 3 p.m. Eastern on 23 July 2026 and FEMA is reviewing submissions.
