Funds equipment, training, protective gear, vehicles and health and wellness programs for fire departments. FEMA made $648 million available across AFG, SAFER and Fire Prevention and Safety in the most recent cycle, which ran from 19 May to 22 June 2026.

Two reasons this sits in the caution column rather than the opportunity column.

The District has no employed firefighters of its own. All response personnel are City of Vista employees under the 2010 contract, which makes the District an unusual AFG applicant.

More importantly, 44 CFR Part 152 provides that when a municipality or fire district submits an application on behalf of a fire department, that fire department is precluded from submitting an additional application. A District filing could therefore consume the slot the City of Vista Fire Department would otherwise use.

Do not file without talking to Vista Fire first. The same caution applies to card 32.
