The Resource Conservation District of Greater San Diego County is the regional grantee for the San Diego region. The program is administered statewide by the California Department of Conservation as a non-competitive block grant, which means this money is already allocated to the region and is distributed by a local body.

The right move here is a standing relationship rather than an application. The RCD also runs wildfire resilience work and is developing training programs in the county, and it is the natural lead for a regional portfolio under card 23.

Of every organization on this site, the RCD is the single most useful partner for the District, for three separate reasons: it holds regional money, it has the grant administration track record the District lacks under card 10, and it is a special district itself so it understands the constraints.
